The Board of Assessment Appeals denied the application of American Water Works Association (AWWA) for exemption from ad valorem taxation of the land and building which comprises its national headquarters in Denver. AWWA sought judicial review in the district court of the Boards order and joined as parties in that action the State Property Tax Administrator, the City and County of Denver, and the City Manager of Revenue. The district court affirmed the Boards order. AWWA appeals, and we reverse.
